I use to have Squirrelmail create the spam folder for me, but then we 
ran across a situation where if the user's inbox filled to max quota 
before they logged in with Squirrelmail (such as if they were using 
Outlook or something), Squirrelmail would die with an error like (unable 
to create mailbox) and not let them in to delete the messages.
