I made a button, because it shows that you can really 'activate' the 
list. It also fitted better in the design. Another option would be an 'activate'
button (not a toggle button), which puts '(Active)' besides the list in the
lists combo box.

Actually, only 1 list can be activated by default.

If no list is active, this list is used. Actually, the fallback list is
the most important one, as it is the list that is used for all sessions. The
'active' list is just a list you use 'temporary' (i.e. for a session).

For example, you could have a fallback list, which contains the contacts you
blocked. On the other hand, you could have a 'Mobile' list, containing a
list blocking the presence-in from all your contacts, which you 'Activate
by default' on your mobile jabber client, such that you save bandwidth. This
list will be active for the current session only.

The fact that the active list is not the most important one is not very 
clear. Maybe we should name the 'Activate' differently; something with 
'Override', and 'Activate by default' 'Always override', and the 'Fallback
list' the 'Default list'. Just throwing things on the table.
