The only comment that I have concerning this is that ".inet" may be confused with the existing gTLD of ".net"
otherwise it sounds as if you have everything in order.

TLD INET
General Internet TLD, for any internet use.
Restrictions:
a-z.inet restricted for core services.
*dns*.inet is discouraged, but may be approved.
ns*.inet is discouraged, but may be approved.
 
TLD IX
I am proposing this TLD for Internet eXchange services.
Restrictions:
This TLD would be for any internet service or exchange, such as email, web, DNS, IRC, etc...

I am providing a 100mbit Tier 1 server for these TLD's, ns1.miracle1.net and ns2.miracle1.net
