That *shouldn't* make a difference, I don't think.  Changes were 
introduced in 1.1.4 that should remove the requirement to restart 
Tomcat after OpenNMS is restarted.  If anyone running 1.1.4 finds that 
they still need to restart Tomcat after restarting OpenNMS, please open 
a bug.
