I think I forgot to mention my environment...
Win 2003 Server, Java 1.5.0.22 SDK (downgraded just in case from 1.6.0.24),
Postgres 1.8.4
Let me know if my environment makes a different in your recommendation.

As I said, it's a configuration issue, not a problem with PostgreSQL.
Incidentally, Postgres 1 was released in 1995, I think you're talking about
PostgreSQL 8.4, or 9.0? =)

This points to a problem with (most likely) your opennms-datasources.xml, or
another configuration file. Look for poorly-formed XML (an "&" without
being properly-escaped).
Try running "xmllint" on all of the .xml files in your $OPENNMS_HOME/etc
directory.
