I don't think that happens until you run initdb, not sure.

Do you have the startup flag in /etc/rc.conf?

ie:

postgresql_enable="YES"
# optional
#  postgresql_data="/usr/local/pgsql/data"
#  postgresql_flags="-w -s -m fast"
