Don't know about the new site, but the old site used to.
It's just a matter of running a script to build info for the RPMs.
No different than any RPM repository.
In fact, there is a submission page and related database.

Of course, this has nothing to do with the package front-ends like APT, YUM, etc...
They have their own mechanisms, as well as front-ends like Synaptic and YUMGUI that offer the same.

Just a quick question, do they have a short description list for what
the program is for/what it does?  A web listing preferably, I know it
can be searched via yum, but I'm thinking of something browsable.
