The Chair said that the Delhi and Mumbai meets were so "skewed" with
discussion only on 'software patents'.

... and the need for a manual in the first place. Also, the
step-by-step issues, at every step, that an individual faces in filing
a patent application at the patent office was openly shared for people
to know.
