Could a Wikimedia server act as a seed for:
1) the sake of archiving: all data is gathered in a single central point
2) the sake of robustness: if all seeds non-official happen to fall
off, there will always be at least one seed and an official copy of
the file will be preserved?

Is there any mechanism so that a particular seed won't be used if
other seeds are available?
