Shlibs Policy noncompliance: it is forbidden to change Shlibs filename
(install_name) without changing Package name that contains it (vs existing
package in fink). Doing so instantly breaks every package that anyone
already has built using the old one because their binaries are all
hardcoded when *they* were compiled to look for the old file. The policy
instead forces you to change the package-name (both -shlibs and the BDO
package that points to it) so that it is always guaranteed which package
has which install_name.
