In my (admittedly limited) experience, when this is true, the "some reason" always has something to do with fragmentation. Sometimes one machine can't receive the back-to-back packets the other is sending. Sometimes it mostly works but certain files hang, and it's because one machine is sending a tiny packet the other can't receive. Sometimes non-first frags don't get handled properly by something in between the client and server.
