Slow zone startup with update 7

I have an x4540 with a number of zones running Solaris 10 update 7.

After booting, the non-global zones take a very long (several minutes) 
time to start.

They slowly transition from installed to ready (each one takes several 
minutes) and then to running.  The machine is idle during this time.

I haven't seen this on older versions.

Any ideas?
