To me this sounds like a euphemism for "small effect". Actually I told him before he started that in order to get a reasonable return, hydrinos require long term confinement (because they react slowly), and consequently didn't appear to be a good choice as a direct rocket fuel. I also suggested that they be used instead as the power source for an ion drive. (Of course, a nuclear reactor could also serve that purpose). I also warned him against using Ne, because of the three particle thing.
