You ought to check the rules of both he ISU and the KNSB here. In several sports in Norway, foreigners are
allowed to participate in national championships. One example is the Dutch cross country skier who later
became a Norwegian citizen and represented Norway abroad. In athletics there's been several Norwegian
champions without Norwegian citizenship; some have represented Norway internationally; some have
represented their original country. There's even Olympic Champion Khalid Skah, who became a Norwegian
citizen, but represented Marocco throughout his career.
