I don't know and cannot tell from the given info. 

* In the LaTeX file, try replacing "\docutilsrolelabel" with "\label"
  and "\docutilsroleref" with "\ref".

* Provide a `minimal example`: the smallest possible (but complete!) 
  rst file that exhibits the problem.
