i think that the rfc editor might take issue with respect to whether  
or not an HTML version of an rfc is "canonical".

however, there is a <format/> element which allows a reference to  
indicate different formats for the same document.

this introduces some possibilities for a <reference/> element with a  
<seriesInfo name='RFC'/> but no <format/> elements:

option #1: act as if there is an implicit element for the HTML  
format. this will introduce an (HTML) at the tail end of the  
reference. the name of the document remains a hyperlink to the text  
version.

option #2: act as if there is an implicit element for the TXT format  
and make the hyperlink for the document's name point to the HTML  
version.
